A lot of Alberta listings are sealed tenders, not a live English auction. You submit a written offer and a deposit by a deadline. The municipality opens the tenders. Some towns still use a public auction. The Municipal Government Act is the usual provincial frame. Local bylaws and the sale notice still govern the packet you must file. Process varies. Verify with the municipality before you bid. There is no below-market promise.
A minimum is arrears plus costs unless the notice says otherwise. That is not a promise of profit. Properties are sold as-is. Surviving Crown interests can remain.
